VM Bebot supports House Bill 7576 for early voting rights for seniors, PWDs, and frontliners
Election Day may be just a single day on the calendar, but its impact on the future of our country and its people endures for a lifetime.
Article V, Section 1 of the Philippine Constitution affirms that every Filipino citizen has the right to vote—a right that stands at the core of our democracy. While voting is not obligatory, it is a vital civic duty which will contribute to our shared future.
Philippine elections are known for long lines and crowded precincts. Despite these, many citizens endure the discomfort with a sense of duty, hoping that casting their vote will make a difference for the common good.
However, for some Filipinos, physical and health limitations make it difficult—if not impossible—to participate in traditional voting. Additionally, certain professionals, like health workers and lawyers, have critical roles that keep them occupied on Election Day.
In light of these considerations, the 19th Congress approved House Bill 7576 on its third and final reading. Filed by Honorable Rufus B. Rodriguez, Second District Congressional Representative of Cagayan de Oro City, the bill grants qualified senior citizens, persons with disabilities (PWDs), lawyers, and health workers the opportunity to vote early in local and national elections. This measure acknowledges the necessity of their professional services and ensures that their voices, too, are part of the democratic process.
The bill stipulates that eligible individuals will be able to cast their ballots at accessible locations designated by the Commission on Elections up to seven working days before Election Day.
Recognizing the significance of this initiative, the 20th City Council of Cagayan de Oro passed a resolution last August 2023, authored by Vice Mayor Bebot Rodriguez, formally supporting HB 7576. This support not only reflects the city’s commitment to a more inclusive voting system but also positions the city as a leader in safeguarding democratic participation for all.
“Katungod sa tanang Kagay-anon ug mga Pilipino nga makabotar, ug ako nagtuo nga ang paghatag og access sa tanan aron makabotar magpalig-on sa atong demokrasya,” says Vice Mayor Bebot Rodriguez.
