VM Bebot Rodriguez proposes ‘Golden Justice Zone’ ordinance to combat OSAEC


In a recent meeting of the City Council Committee on Social Services, Vice Mayor Bebot Rodriguez presented her proposed ordinance, titled the “Golden Justice Zone Ordinance,” which seeks to establish a designated Golden Justice Zone in Cagayan de Oro, allocating funds to bolster city’s defense against online sexual abuse and exploitation of children (OSAEC).



“We cannot afford to let history repeat itself,” the lady vice mayor declared, referencing a tragic case involving a foreign national who committed grievous crimes against minors in the city.


Emphasizing the need for a decisive and collective response, she stressed that her proposal is a proactive step to ensure that the city’s justice system is equipped to counter the escalating threat of online child exploitation.


The proposal envisions the golden justice zone as a strategic initiative to prevent OSAEC, based on the successful Justice Zone model of the Justice Sector Coordinating Council (JSCC).


Vice Mayor Bebot clarified that her proposal would not replace the existing Justice Zone established by the JSCC in cooperation with the Supreme Court, Department of Justice, and DILG. Instead, it will complement the existing framework by institutionalizing the city’s role and participation in the fight against online child exploitation.


“The Golden Justice Zone will enhance coordination between our local judiciary, law enforcement agencies, national government agencies, and our local government,” she added, underscoring the need for an integrated approach.


The proposal has received strong support from Committee Chair Councilor Joyleen Balaba, as well as favorable feedback from various stakeholders and invited guests from related sectors. With a few amendments noted, the ordinance will soon be forwarded to the City Legal Office for review, bringing the city one step closer to a more resilient and responsive justice system.
