    COMPREHENSIVE healthcare is not a luxury but a fundamental right. In section 3 of Republic Act No. 11223, commonly referred to as the Universal Health Care (UHC) Act, the imperative to ensure that every Filipino has access to quality and affordable healthcare goods and services while being shielded from financial risks is guaranteed.


     The signing of the UHC Act represents a significant step forward in achieving universal health care in the Philippines. Despite this progress, challenges persist, preventing some population groups from accessing basic healthcare services due to socio-economic disparities.

     Vice Mayor Bebot Rodriguez, leveraging her expertise in public health as a registered nurse, recognizes the pressing need to address health inequities in Cagayan de Oro City. In response, she has proposed the Cagayan de Oro Free Annual Medical Check-Up Ordinance, prioritizing senior citizens, solo parents, and persons with disabilities.


      The ordinance, applicable to PhilHealth members in the city as per the UHC Act, entitles Kagay- anons to a free annual medical check-up, including blood sugar and cholesterol tests. Senior citizens, solo parents, and persons with disabilities shall be given free laboratory and diagnostics tests free of charge in any government hospitals and institutions owned and operated by the local government.


     Vice Mayor Bebot previously emphasized the distinction between policies and programs, noting that government programs must be anchored in policies. The proposed ordinance, therefore, acts as a vital policy supporting existing health programs in the city.


     The initiative has garnered positive public response, with many expressing gratitude to Vice Mayor Bebot for her proactive stance. The City Council Committee on Health, Nutrition, and Health Insurance, chaired by Councilor Maria Lourdes S. Gaane, has likewise recommended its approval after three committee hearings and incorporating suggestions from healthcare experts and councilors.


As the proposed ordinance awaits final approval to become a city ordinance, it stands as a beacon of hope. This legislative effort reflects the city’s dedication to advancing equitable healthcare, ensuring a healthier future for generations to come.
