Subdivision cmte studies proposed Petroleum Terminal Project in Tablon

This was stressed by Councilor Edgar S. Cabanlas during the meeting of the City Council Committee on Subdivision and Landed Estate as it thoroughly discussed the request of Arch-BGC Corporation for a resolution interposing no objection to operate and establish a “Petroleum Terminal Project” situated within the industrial property of Cagayan de Oro Oil Company, Inc. (CAGOIL) Compound, Purok 3 in Barangay Tablon.
It was learned that the City Planning and Development Office (CPDO) certified that the proposed project is within the medium-density residential zone. Thus, it is not allowable to put up a gasoline project as it might pose a danger to the area.
During the meeting yesterday, Mr. Raymund Java of the Philippine Economic Zone Authority (PEZA) Region 10, said that CAGOIL was registered and has been proclaimed as an agro-industrial economic zone. The proposed project is not registered with PEZA since its clients are companies involved in exportation. He said PEZA may allow the project under the process of permit to locate the operation inside the economic zone, however, the application will have to pass through the approval of the city government first.
A representative of the Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) -10 said that the proponent should present proof of authority over the land where the project will be located.
She said that the access road leading to the project site should also be looked into since the road is so narrow that it could cause traffic congestion in the area considering that there are houses nearby, unless they could provide a study on risk assessment.
With this, the committee deferred the matter until further notice after compliance with the basic requirement of the application.
