SP Oks MOA with NHA for housing project in San Simon


TO address the lack of relocation sites for displaced families, the 19th City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing City Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the National Authority (NHA).


This covers the collaboration of the parties for the development of the Cagayan de Oro Housing Project at the city-owned property located in Barangay San Simon.

The MOA involves the NHA’s P50 million financial assistance to the city for the construction of 164 housing units.


In his letter to the City Council, Mayor Moreno said the project is intended to provide housing assistance to families residing in danger areas, those affected by the city’s infrastructure project as well as the national government, those with court orders for eviction and other urban poor families who qualify for relocation and resettlement assistance under RA 7279.


He said aside from the financial assistance that will provide by the NHA, the said agency will also provide the needed technical assistance for the relocation project.


Under the MOA, the NHA shall supervise and monitor the implementation of the project in accordance with the approved plans, cost estimates, specifications and project schedules; and assist the city in the formulation of policies for beneficiary selection, disposition of housing units and cost recovery.


NHA shall likewise transfer completed development works to the city through a Deed of Transfer and Acceptance (DOTA), among others.


For its part, the city shall provide the parcel of land with an area of 36,123 square meters. It shall likewise ensure that the property is free from all liens; sign a contract of loan with the terms and conditions as prepared by NHA.


It shall also secure, comply, and submit to NHA at the city’s expense all the legal and technical data, permits, clearances and licenses from other government agencies, and other required documents showing its readiness to undertake the project development.


The MOA was certified as urgent by Mayor Moreno. (SP/JBDacer)
