SP authorizes usufruct agreement with USTP for school site

The 19th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Mayor Oscar S. Moreno to enter into and sign a Contract of Usufruct with the University of Science and Technology of Southern Philippines (USTP).

This covers the use of a 10,000 square meter-lot owned by the city government located in Barangay Balubal which will be used as a school site and extension of USTP’s school campus for a period of 25 years. The contract is renewable for another 25 years at the mutual agreement of the parties.


In his recommendation, Mayor Moreno said that the Contract of Usufruct is a manifestation of the city’s strong commitment to collaborate with the national government in the implementation of the latter’s program. He said this will directly benefit the city’s constituents particularly in the promotion of education in the local government unit since education is a great equalizer in breaking the cycle of poverty.


The mayor also said that the expansion of USTP at Barangay Balubal will allow senior high school graduates in the city’s resettlement site, and those living in the neighboring to avail of a college education particularly in the field of agriculture, “right at their very doorstep”.

The legislation was certified urgent by the city mayor and endorsed by all members of the City Council.
