SP approves ordinance professionalizing ECCD service providers


THE 20th City Council, in its regular session on Monday, presided over by Vice Mayor Bebot Rodriguez, enacted an ordinance professionalizing Early Childhood Care and Development (ECCD) service providers, granting benefits and privileges, appropriating funds thereof, and other purposes.



Authored by Councilors Joyleen Mercedes L. Balaba and Suzette G. Magtajas-Daba, the ordinance aims to promote, provide benefits, and improve the total well-being of the service providers. It also seeks to develop their skills and capabilities to become responsive and equipped to deliver childcare programs in their areas of responsibility.



The ordinance also encourages service providers to undergo the self-assessment of competency standards so that ECCD service providers can become effective partners in implementing all childcare, education, and other literacy-related programs and activities of the city.


Finally, the ordinance intends to standardize ECCD programs and services and professionalize ECCD service providers in the city through program implementation and the hiring process.


The legislation was sponsored by the City Council Committees on Social Services and on Laws and Rules respectively chaired by Councilors Joyleen Mercedes L. Balaba and Edgar S. Cabanlas.
