SP approves MOA with DOST-X, DOST-MisOr

The City Government can now enhance its economic development in the community through Science and Technology programs of the national government.

This after the 20th City Council, in its Monday’s regular session presided over by Vice Mayor Bebot Rodriguez, enacted an ordinance authorizing City Mayor Rolando A. Uy to enter into and sign the Memorandum of Agreement (MOA) with the Department of Science and Technology-Regional Office No. X (DOST-X) and the Department of Science and Technology-Misamis Oriental (DOST-Misamis Oriental) covering the implementation of the project entitled: “Utilization of Baling Machine in Support of MInAFFA’s Grading Baling Establishment (GBE) in Tignapoloan, Cagayan de Oro-D1.”

The Gavel learned that DOST-X has identified the Community Empowerment through Science and Technology Program under the National S & T Plan as one of the strategic programs to build empowered, progressive, and resilient communities of the country and has provided funds for the purpose.

Furthermore, DOST-X through its provincial office DOST-Misamis Oriental has identified the provision of Baling Machine needed by the City Government which shall be undertaken through this project.

Under the MOA, the DOST-X shall allocate the amount of P887,836.52 but will release only the amount of P847,800 to the City Government and retain the honorarium amounting to P8,225.76.

For its part, the City shall act as the implementing agency and spend the funds for the project and spearhead the implementation of the project according to the identified and approved technological interventions.

It shall also provide counterpart funding for the farm inputs and implements, and one (1) unit of digital weighing scale; ensure the procurement and delivery of the Baling Machine and monitor its safekeeping; acknowledge DOST’s assistance in all reports, products, papers, and materials produced out of the project activities; among others.

Finally, the DOST-Misamis Oriental shall ensure and monitor that the implementation of the project is in accordance with the work plan.

It shall also evaluate and document the project’s activities and identify alternative courses of action to address problems met, if any, during its implementation; facilitate the transfer of equipment upon project completion or facilitate the pull-out in case of project termination; among others.

The legislation was reviewed and endorsed by the Committees on Agriculture and Cultural Communities and on Laws and Rules chaired by Councilors Jay R. Pascual and Edgar S. Cabanlas, respectively.
