SP approves MOA with DepEd, AFI




Through an ordinance, the 20th City Council, in its Monday regular session presided over by Vice Mayor Bebot Rodriguez, authorized City Mayor Rolando A. Uy to enter into and sign the Memorandum of Agreement (MOA) with the Department of Education (DepEd)-Division of Cagayan de Oro and Ayala Foundation, Inc. (AFI).


This agreement shall cover the continuing implementation of the CENTEX Training Institute Project in two public elementary schools benefiting 20 teachers and school heads, 20 students, and 25 parents/home learning partners and community leaders in the city for the School Year 2023-2024. Under the MOA, the City shall provide the amount of P1,200,000.00 from the Special Education Fund (SEF), representing 80% of the annual project cost.


The City shall also support DepED in the project implementation, conduct verification of financial records and reports submitted by AFI. The AFI shall act as the fund and project manager of CENTEX TI for the duration of its implementation. It shall allocate P280,000.00, representing 20% of the project cost for one year. It shall also ensure the conduct and implementation of the project; assist the participants; keep and make records available for auditing purposes as well as project-related documents, expenses, and reports, including but not limited to liquidation reports and supporting documents, for a period of not more than five years from the close-out of the project, among others.


Meanwhile, DepEd shall assign a project coordinator who will ensure the punctuality, attendance, and training completion of the participants, as well as the submission of post-training requirements during the school year 2023-2024, ensure that participating schools prepare and submit the teacher mentoring forms and other surveys provided by AFI, and ensure the participation of teachers in the training and mentoring activities, among others. The legislation was reviewed and endorsed by the Committee on Education, chaired by Councilor Suzette Magtajas-Daba.
