SP approves deed of usufruct with ULCAI


THROUGH Ordinance No. 14730-2024, the 20th City Council authorized City Mayor Rolando A. Uy to enter into and sign the deed of usufruct with the United Lechoneros of Cagayan de Oro City Association, Inc. (ULCAI), covering the use of the city-owned property located in Barangay Mambuaya.

With the said deed of usufruct, the city, through the City Veterinary Office, will operate a portion of the Livestock Auction Market as African Swine Fever (ASF) Testing Center to detect and monitor the presence of ASF virus and such other activities, including but not limited to document verification, physical inspection, tagging and issuance of release orders and other related documents, among others.


Meanwhile, the Usufructuary, a non-profit association, understood that its participation in the operation and use of the subject property as ASF Testing Center is voluntary to assist the City Veterinary Office in preventing the spread of the ASF virus and thereby ensure the safety of the public from any harmful effects of the animal disease.


It shall also use the subject property exclusively and may make minor improvements at its account, maintain peaceful possession and prevent illegal/informal settlers within the vicinity.


Additionally, the Usufructuary shall be solely responsible for the maintenance and care, exercise due diligence to preserve and protect the subject property keeping at all times in a clean, and non-hazardous condition, among others.


The legislation was sponsored by the Committee on Agriculture chaired by Councilor Jay R. Pascual and Laws and Rules chaired by Councilor Edgar S. Cabanlas and was duly certified as urgent by the city mayor.
