Procure for the Future: VM Bebot’s Proposed Green Public Procurement Ordinance

Across Asia, governments are increasingly recognizing the critical need for sustainable procurement. Leading the charge is Japan, renowned for its Act on Promoting Green Purchasing enacted in 2001. This legislation mandates that government agencies and public institutions prioritize green procurement, building upon sustainable policies established as early as 1989. Data from the Ministry of Environment reveals that by 2013, Japan had implemented green procurement for 95 percent of designated items, significantly reducing greenhouse gas emissions.


In the Philippines, Executive Order No. 301, issued in 2004, established a Green Procurement Program across all departments, bureaus, and agencies of the executive branch. Additionally, a legislation has been filed in the senate to institutionalize the GPP program to promote sustainable development in the country and support the Sustainable Development Goals set by the United Nations.


The lady vice mayor, known for her visionary leadership, envisions Cagayan de Oro as a beacon of sustainability in the region, hence her proposal.


She believes that the local government should lead by example in transforming procurement practices towards sustainability. Her proposed ordinance aims to empower the city to prioritize environmentally friendly goods, services, and infrastructure. This initiative includes integrating eco-friendly technical specifications into bidding documents, ensuring that purchases are both sustainable and cost-effective without compromising operational needs.


"If passed, this legislation will enable our LGU to lead by example," affirmed Vice Mayor Bebot. “We must collaborate in creating a greener, more sustainable future for Cagayan de Oro. We must integrate sustainability into all aspects of governance to safeguard our environment for future generations."
