ORO RESCUE OF WOMEN (OROW) ORDINANCE UNDER STUDY


The City Council Committee on Women and Family Relations, chaired by Councilor Imee Rose P. Moreno, is set to tackle the proposed ordinance combating human trafficking and prostitution in Cagayan de Oro by establishing Task Force Oro Rescue of Women (OROW) by strengthening measures of its prevention, regulating entertainment establishment, enhancing victim support and safe houses for victims and maintenance of a database of victims of human trafficking and prostitution in Cagayan de Oro.


The proposed ordinance, introduced by Vice Mayor Bebot Rodriguez, aims to prevent human trafficking and prostitution through a comprehensive and collaborative approach to protect vulnerable individuals, preserve public welfare, and uphold the law. Republic Act No. 10364, known as the Expanded Anti-Trafficking in Persons Act of 2012, provides the legislative framework to combat these grave offenses.

Section 16 of the Act assigns crucial responsibilities to the City Government, including monitoring and documenting trafficking cases, canceling licenses of violators, ensuring effective prosecution, establishing information campaigns, and supporting the community-based initiative and so with other Republic Act relative to the purpose.

The meeting is scheduled on June 27, 2023, at 9:00 o’clock in the morning at the City Council Session Hall.
