Nacaya says issuance of OVR, receipt forms a must in traffic enforcement
“IF we enforce the ordinance on traffic and all (other ordinances), citation tickets should be issued. Ordinance Violation Receipt (OVR) and receipt forms should be (handed out)...”
This was pointed out by Councilor Ian Mark Q. Nacaya in his special report during the regular session Monday presided over by City Vice Mayor Raineir Joaquin V. Uy.
Councilor Nacaya presented to the legislative body the incident report covering a market vendor at Cogon Market whose merchandise were allegedly confiscated by RTA personnel during clearing operations on September 23, 2021.
According to the report, RTA enforcers confiscated his merchandise, consisting of tempered glass and cell phone casings worth P10,000, but did not issue the required impounding receipt.
He said the goods were just thrown inside the RTA vehicle unmindful that these might be damaged and can no longer be sold.
When the vendor went to the RTA office to settle his obligations and redeem the stocks, he was reportedly not properly entertained but instead was insulted and embarrassed by the personnel, the letter further stated.
Nacaya said he raised the matter in the plenary as he understands the fear of the complainant over the possibility that the goods were damaged and worse, may no longer be recovered.
While favoring the clearing operations, Councilor Nacaya stressed that the non-issuance of the receipt and other related forms to violators must not be taken aside.
As requested, the matter was referred to the committee on roads and traffic management chaired by Councilor Romeo V. Calizo for appropriate action.
