Nacaya bats for creation of local DICT

THE City Council committee on planning and development chaired by Councilor Ian Mark Q. Nacaya met last week and discussed the creation of the City Management Information System Department.

Councilor Nacaya proposed the creation of the department during the regular session last April 19, 2021.

He said that a department should be engaged in conjunction with the others and all database should be stored and handled by one department.

“It’s not only on the systems management but the entire database of the local government unit as well as those data which were taken from the barangays and regional agencies,” Nacaya stressed.

The proposed structure of the department includes the Department Head, Assistant Department Head, Software Development Database Management Division, System Administration, Hardware Maintenance Division, Administrative Division.

As explained by Zelfred Anthony Cocon, City ICT Coordinator, the Software Development Database Management Division shall be the one to create the systems such as the Higala App and other application systems that will automate the operations of different offices.

It shall also provide online system to the public to access applications on PWD ID, Senior Citizen’s ID, as well as business and building permits.

The section shall likewise be in-charge of storing and centralizing the data in one location where all the other departments may have access but with corresponding security levels, he further emphasized.

These and other concerns and requirements needed for the establishment of the department were tackled during the meeting.

However, the drafting of the ordinance for the purpose shall be done as soon as favorable opinion from the City Legal Office shall have been submitted together with the corresponding

endorsements from other offices like the Human Resources Management Office, Office of the City Administrator, City Budget Office, particularly from the Chairman of the Local Finance Committee, Councilor Nacaya pointed out.
