MOU on HR development programs at CDO-TVI OK’d
Through an ordinance, the 20th City Council on its regular session Monday, authorized City Mayor Rolando A. Uy to enter into and sign the Memorandum of Understanding (MOU) with J3 Trainers and Consultants, Inc. covering the provision of training personnel and other necessary logistical requirements in the conduct of human resource development programs.
The J3 Trainers and Consultants, Inc. is an accredited Safety Training Organization by the Department of Labor and Employment (DOLE) and a local training provider specializing in the construction industry.

It offers various levels of skills that caters the technical, supervisory and managerial human resources in the construction industry and allied services to Cagayan de Oro Technical Vocational Institute (CDO-TVI).
CDO-TVI is mandated to undertake center-based skills and other related trainings through technical-vocational and skills development programs for students from low income families, out-of-school youths and the marginalized sector.
Under the MOU, CDO-TVI shall provide suitable space to the J3 Trainers and Consultants for the latter to conduct, initiate and mobilize for the growth, adoption, and joint evaluation of human resource development programs. It shall also assist in providing relevant information and findings in the conduct of the monitoring and evaluation activities that aims to address the problem of skills mismatch and youth unemployment in the country.
Moreover, it shall likewise include the successful participants in human resource development programs in the CDO-TVI database including the programs for the construction industry developed by the J3 Trainers and Consultants.
Meanwhile, the J3 shall provide five (5) slots free of charge to the endorsed participants of CDO- TVI for every advanced training and/or assessment module/program. It shall also provide the necessary personnel, logistical requirements, accommodation, transportation and allowance in the conduct of these human resource development programs to include among others payment of honorarium/allowances and other incidental expenses due to the resource persons, program coordinator/director immediately after engagement, among others. The legislation was certified urgent by the City Mayor.
