Moreno calls for discussion on junkyards in Brgy. Pagalungan


DURING the 70th regular session last Monday of the 20th City Council, presided over by City Vice Mayor Bebot Rodriguez, Councilor Imee Moreno called for the conduct of a committee meeting to address the pressing issue of garbage and junkyards in Brgy. Pagalungan.

Moreno, who has been eagerly awaiting updates on her previous special report, emphasized the importance of hearing the comments from the executive, particularly the City Environment and Natural Resources Office (CLENRO), regarding the issue.


During the session, Moreno informed her colleagues that she heard over the radio Engr. Armen Cuenca, Department Manager of CLENRO, saying that his office inspected the area and found out that the said junkyards do not have business permits.


While acknowledging the efforts of CLENRO, Moreno underscored the need to still hold a committee hearing, in aid of legislation. A thorough discussion of the problem involving all concerned stakeholders, including Barangay officials and Mr. Cuenca, would address the issue effectively.


“It is our obligation to report to the people their issues and concerns,” Moreno emphasized. While recognizing that the council is not an enforcement body, she cited that conducting a committee meeting is one way to fulfilling the council's oversight function and assisting the executive in effectively carrying out its duties for the benefit of the city.


Councilor Roger Abaday, Chair of the Committee on Environment, duly noted Moreno's request for the conduct of a committee meeting for the purpose.
