Moreno bucks resolution on Rio Verde’s application

COUNCILOR Imee Rose Moreno objected to resolution that amended the previous resolution adopted by the 20th City Council interposing no objection to the application of Rio Verde Water Consortium, Inc. to provide an end-to-end Level III water supply for barangays in the city.

Moreno expressed reservations about the resolution and its proposed amendment seeking to remove the provision regarding pricing regulations for water supply.


Citing the irregularities discovered in 2004 and the ongoing issues related to the Cagayan de Oro Bulk Water Inc. (COBI), in which Rio Verde is involved, Moreno challenged the prudence of entrusting water supply operations in the City to a company with a questionable track record.


While clarifying that she was not accusing Rio Verde of fraudulent behavior, Moreno called for thorough scrutiny to prevent the recurrence of past mistakes.


Moreno also cited Section 10 of Article III of the Philippine Constitution, the non-impairment clause, which prohibits the passage of laws, ordinances, or resolutions that could violate existing contracts.


Moreno reiterated her support for fostering healthy competition and exploring alternative water suppliers for Cagayan de Oro. However, she emphasized the need for caution in approving Rio Verde's involvement, pointing out its integrity and alleged past misconduct. Moreno clarified that her objection stemmed from a commitment to due diligence and safeguarding the welfare of the residents of Cagayan de Oro.
