MOA for Spark AI-Based Smart City Solution up for review

The City Council committee on planning, research and innovation and people’s organization accreditation chaired by Councilor Ian Mark Q. Nacaya is set to tackle the request of the City Mayor for the grant of authority to represent the city government to enter into and sign the Memorandum of Agreement (MOA) with Skunk Works for the use of the Spark AI-Based Smart City Solution.


In his letter to the City Council, City Mayor Rolando A. Uy said the undertaking aims to create a solution to the city’s traffic problems by forging a close coordinative and cooperative effort with the said private entity by using their SPARK AI-based Smart City Solution.

The SPARK AI-based Smart City Solution is a practical intelligence course that allows the City Government to learn, train and deploy (AI) systems that are relevant to solving the problems of the city and creating a smart city solution and further usher the city towards a smart, resilient and sustainable community.


Under the MOA, the city agrees to allow Skunk Works to install CCTV at Manresa Road and Barangay Carmen for a period of two (2) years. These CCTV cameras will be equipped with an AI software which will be installed in strategic locations in the area while also allowing access to existing CCTV cameras in order for the entity to learn and track traffic patterns and create a baseline of the traffic situation in the city.


It shall also install drones to fly over the city (including no-fly zones) for a period of one (1) year. These shall be equipped with a camera and a GPS technology which will be flown over the city to capture geotagged images in order to create an accurate 3D map of the city, The Gavel learned.
