Joint committees hold third deliberation on ordinance professionalizing ECCD service providers


THE City Council committees on social services, on education, and on barangay affairs convened today for the third deliberation of the Proposed Ordinance, professionalizing Early Childhood Care and Development (ECCD) Service Providers.

Authored by Councilor Joyleen Mercedes L. Balaba, the proposed ordinance aims to elevate the standards of ECCD service providers by granting them professional status.


Atty. Izelle Felice M. Fuentes of the City Legal Office noted that their office had forwarded the proposed ordinance to the Local Finance Committee and the Human Resource Management Office due to its budgetary implications and the need for new plantilla positions.


For her part, City Social Welfare and Development Officer Ms. Anecita Tongson emphasized the need for additional provisions under Section 12 regarding compensation, remuneration, and benefits.


Mr. Ryan Lloyd Villanueva, City DILG representative, informed the committee about DILG MC 2023-188, dated November 29, 2023, which encourages the retention and continued service of Barangay Health Workers, Barangay Nutrition Scholars, Barangay Tanods, and Barangay VAW-Desk Officers and other barangay Workers of Proven Integrity, Probity and Competence.
