Implementation of FMR project in Brgy Bugo seen


THE 19th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy adopted a resolution authorizing the City Mayor to enter into and sign the Memorandum of Understanding with the Department of Public Works and Highways (DPWH) CDO 2nd District Engineering Office.


The MOU covers the collaboration of the parties’ implementation of concreting of the farm-to-market road (FMR) project in Barangay Bugo (2nd District) and for this purpose, appropriating the sum of P1M in the 2021 Annual Budget to be made available for the city’s 10-percent counterpart fund.


The total cost of the infrastructure project is P11 million with the Department of Agriculture (DA) providing P10 million while the city will put up an equity of ten percent of the funding requirement or P1M.


Under the MOU, the DPWH shall cause the preparation of Program of Works (POWs) and Detailed Engineering Design (DED) noted by the City Agriculture Office (CAO). It shall also secure an Environmental Clearance Certificate (ECC) or Certificate of Non-Coverage (CNC) if applicable and adhere to its provisions and other social safeguard measures.


It shall likewise undertake the bidding and award of contract for the project’s civil works, conduct the procurement of the total fund project and shall be responsible for the 100-percent completion of the project in case the concerned contractor defaults in the implementation of the project, among others.


For its part, the city shall monitor the project implementation and shall maintain the good condition of the project after completion and turn-over from the DPWH.


The legislation was reviewed and endorsed by the committees on finance, budget and appropriation and on laws and rules respectively chaired by Councilors Edna M. Dahino and Ian Mark Q. Nacaya.
