Goking leads holding of PCL regional convention

Councilor George S. Goking, both chairs of the City Council Committee on Trade & Commerce and Committee on Ways & Means, and also Regional Chapter President of the Philippine Councilors League (PCL) Region 10, spearheaded the holding of the PCL Regional Convention held at Mallberry Suites, this City.

With the theme: “NEO for Sanggunian: Strengthening Capacities of Local Sanggunian on Local Government Operations”, the highlights of the activity were discussions on the local development planning framework and the role of the local Sanggunian, local development and investment programming, and understanding LGU Gender and Development (GAD) plan implementation.

Also discussed were the functions of local Sanggunian committees on various local governance areas, Sanggunian’s guide on the budget approval/review, and guidelines for the utilization of 20-percent Local Development Fund (LDF), Disaster Risk Reduction Management Fund (DRRMF), GAD fund, and other statutory provisions, revenue generation overview of LGU Taxing Authorities/NTA shares of LGU’s 2022-2024 (impact of Mandanas Garcia Supreme Court Ruling), LGU remedies on tax delinquencies, procedure on grant of tax condonation/incentives and Local Investment Code and its implementation, among others.

The PCL convention was attended by the 20th City Council headed by City Vice Mayor Bebot Rodriguez, representatives of the Department of Interior and Local Government (DILG), and other government agencies concerned.

Councilor Goking said the activity was a big help to the NEO in creating ordinances to conform to the national law that will eventually lead to economic recovery.
