FS Catanico’s ordinance on DTR requirement OK’d

Through a resolution, the 20th City Council during its regular session Monday, presided over by City Vice Mayor Jocelyn B. Rodriguez, returned to the Barangay Council of F.S. Catanico its ordinance requiring all barangay supporting staff to have a monthly Daily Time Record (DTR).

The local legislators found the ordinance to be valid and is operative in its entirety, based on the provisions of the 1991 Local Government Code.

According to the barangay officials, the requirement of DTR is essential to guarantee the precise attendance of the personnel in the barangay office.

Earlier, the City Legal Office interposed no objection to the ordinance, citing that it is mandated under Section 4 of Presidential Decree No. 1445, entitled: “Ordaining and instituting a Government Auditing Code of the Philippines”.

The City Legal Office added that the submission of DTRs is duly required as legal basis to ensure the proper disbursement or disposition of government funds or property for the actual services rendered to the barangay.

The resolution was reviewed and endorsed by the committees on barangay affairs and on laws and rules chaired by Councilors Yan Lam S. Lim and Ian Mark Q. Nacaya, respectively.
