Esparcia backs probe on Metropac-COWD pact
AS a rejoinder to the special report of Councilor James K. Judith during the last regular session, Councilor Malvern A. Esparcia proposed further inquiries into the bulk water supply agreement between COBI and COWD."
Esparcia wants to know if COBI has diligently complied with the provisions of the agreement given that Metropac, as majority stock owner of COBI, gets at least 95% of the profit.
“I want to know kung kining part sa ilang bulk water supply agreement, the design and construction of transmission facilities and rehabilitation of existing reservoir located at Camaman-an, to enable the distribution of at least 40mld of the potable bulk water within the eastern section of the city, as well as the supply of at least 60 mld of potable bulk treated water to service the requirement of COWD’s western sector, nasunod ba ni?” the councilor inquired.
He also proposed to investigate whether COBI, as a bulk water supplier, has technical personnel to address day-to-day operational problems, concerns, and issues promptly.
“Gusto nato mahibal-an kung tinuod ba ni tanan, again si Metropac ang dako na bahin aning COBI, ug dako kaayo siya’g deliverables and I want to know if nahatag ug na follow ba gyud ni tanan,” the councilor further explained.
