Emano cmte to tackle proposed law installing discount signages for PWDs, seniors


THE City Council committee on senior citizens chaired by Councilor Yevonna Yacine B. Emano is now reviewing the proposed ordinance requiring all business establishments to install discount signages for Persons with Disabilities (PWD) and senior citizens, pursuant to Republic Act 10754, or otherwise known as “Expanding the Benefit and Privileges of Person with Disability”.



It may be recalled that Councilor Roger G. Abaday, author of the proposed ordinance, cited during one of the Council’s regular session, that RA 10754 mandates all establishments to visibly display discount notices to ensure PWDs are aware of their rights.



He said that the Department of Justice (DOJ) has also issued an opinion clarifying the 20% discount and Value Added Tax (VAT) exemption for PWDs in group meal purchases.


“Ang kasagaran nahibaw-an sa mga senior citizens ug PWDs kani ra gyung 20% discount. Ang uban nga mga establishment 20% ray lang gakwentahon plus 12% VAT man diay. So, 32% over all. Mao na nga kinahanglan gyud ang publication,” Councilor Abaday pointed out.


According to Councilor Abaday, the Department of Health (DOH) has ordered to stop requiring senior citizens to present a purchase booklet when availing themselves of the 20% discount on medicines. They only need to present a valid ID and a doctor’s prescription, he added.


Through this initiative, Councilor Abaday recommended strengthening the monitoring of the establishments who are complying with the PWD discount signages requirement and senior citizens’ rights. (JBDacer/SP)
