This, after the 20th City Council, presided over by Majority Floor Leader Edgar S. Cabanlas, enacted an ordinance authorizing City Mayor Rolando “Klarex” Uy to enter into and sign the Memorandum of Agreement with the Touch A Life Foundation (TALFI) for the development of the Village of Hope Expansion Program.

It may be recalled that the a MOA has already been signed between the Philippine Relief and Development Services, Inc. (PHILRADS), TALFI, and then Mayor Constantino Jaraula, constructing 30 socialized housing units and a multi-purpose hall in the said barangay.

However, Dr. Elena T. Rañises, current TALFI Chairman of Board of Trustees, expressed intent to enter into another MOA with the local government of Cagayan de Oro for the construction of socialized housing units in the remaining 24 lots at the Village of Hope.

Under the MOA, TALFI will act as the lead coordinator in implementing the project and in expediting resource generation.

Part of the foundation’s thrust is to build communities in depressed areas with the primary objective in uplifting the quality of life of the poor through community outreach projects which include shelter, health, education, livelihood, and community empowerment most especially for the disadvantaged, underprivileged and homeless citizens.

For its part, the city government will assign and designate the lots for the construction of low-cost housing for the beneficiaries and provide security of tenure for the beneficiaries through emancipation.

The Committees on Urban & Rural Poor and Housing Development and on Laws and Rules, both chaired by Councilor Edgar S. Cabanlas, sponsored the legislation.
