City to ink pact with LTFRB, Villanueva Transport operator, Unitrack Enterprises for PUVSC program
THE city government of Cagayan de Oro will soon be implementing the Public Utility Vehicle Service Contracting (PUVSC) program.
This, after the 20th City Council, during its regular session presided over by City Vice Mayor Bebot Rodriguez, authorized City Mayor Rolando A. Uy to enter into and sign the Service Contract Agreement (SCA) with the Land Transportation Franchising and Regulatory Board (LTFRB), Cagayan Villanueva Transport and Multi-Purpose Service Cooperative (operator), and Unitrack Enterprises (GPS provider) for the purpose.
In his letter to the legislative body, Mayor Uy said that the SCA’s goal is to ensure compliance with the provisions of Republic Act No. 11936 or the General Appropriations Act of 2023, which provides that the said program shall be implemented in partnership with the local government units.
Under the contract, the LTFRB shall provide a service plan for onboarded PUV operators, monitor the submission of PUVSC reports submitted by the city, PUV operator, and GPS provider, and coordinate with the city for proper implementation of the program.
The operator, on the other hand, shall undergo orientation to be conducted by the LTFRB, prior to their participation in the program and communicate the details of the service plan or authorized route to its drivers.
For its part, the city shall designate a focal person for the effective implementation of the program, and coordinate with the LTFRB in the strict monitoring of the deployment of the PUV operator during the implementation of the program within their respective jurisdiction, among others.
