City to avail of DA’s corn mill project

THE 19th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the Department of Agriculture, Regional Office No. 10 (DA ROF 10) covering the grant of one unit corn mill.

This is pursuant to the DA’s mandated function of promoting agricultural development through a bottom-up self-reliant farming system approach that will emphasize equality, productivity, and sustainability in the use of agricultural resources to ensure the increase in farm productivity as well as farmers’ income.

Under the MOA, the DA RFO 10 shall evaluate and validate the proposed project of the city. It shall also procure and turn over the intended goods to the city on a grant scheme upon compliance of all required documents, among others.

For its part, the city shall submit to the DA RFO 10 its letter of intent (LOI), the list of recipients of the project, secure all legal documents, and shall have full accountability to any problem or issue arising to it, among others.

Finally, both parties shall guarantee to carry out the project using generally accepted professional and technical standards and in accordance with the attached schedules and appropriate procurement procedures of RA 9184 (Government Procurement Reform Act).

The legislation was reviewed and endorsed by the committees on agriculture and on laws and rules respectively chaired by Councilors Jay R. Pascual and Ian Mark Q. Nacaya.
