City, DSWD to forge agreement for efficient vaccine rollout
CAGAYAN DE ORO City legislators headed by Vice Mayor Raineir Joaquin V. Uy on Monday approved an ordinance authorizing Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement/Non-Disclosure Agreement with the Department of Social Welfare and Development-Filed Office 10.
The MOA covers the city’s access to DSWD’s National Household Targeting System for the Poverty Reduction (NHTS-PR) data related to the Pantawid Pamilyang Pilipino Program (4P’s) in the Covid vaccination implementation program.
In his letter to the City Council, Mayor Moreno said the access by the city to the NHTS-PR data will allow it to have the relevant information needed in the efficient and convenient vaccine rollout
subject to the compliance of the requirements of the DSWD and existing laws.
He said it will afford the medical personnel of the City Health Office and the JR Borja General Hospital with the crucial data for a systematic approach of ensuring that the people of the city
will be able to receive the vaccine to protect them from the virus.
Under the MOA, the DSWD shall have in place reasonable and appropriate physical, technical and organizational measures intended to protect personal data up to the date of transfer to the
city against accidental or unlawful destruction or accidental loss, alteration, unauthorized disclosure or access, as well as against any other unlawful processing.
It shall likewise have the required procedures or protocols; process and transfer data in accordance with the Data Privacy Act, DSWD Data Sharing and privacy guidelines, among others.
For its part, the city shall act as and have the duties and accountabilities of a personal information controller for all personal data received and have in place appropriate physical, technical and organizational measures to protect the personal data received.
The ordinance was endorsed by the committee on social services chaired by Councilor Joyleen Mercedes Balaba.
