City Council approves MOU with DSWD-X for Bahay Paglaum, Pag-asa repairs 


THE 20th City Council of Cagayan de Oro has authorized City Mayor Rolando A. Uy to sign a Memorandum of Understanding (MOU) with the Department of Social Welfare and Development – Regional Office X (DSWD-X) to repair and construct the Balay Paglaum for girls basketball court and dirty kitchen for the Bahay Pag-asa for boys. 



The partnership, supported by the Regional Juvenile Justice Welfare Council (RJJWC)-X, aims to provide a safe and rehabilitative environment for Children in Conflict with the Law (CICL). 


Under the MOU, DSWD-X, through RJJWC-10, is responsible for reviewing proposals and requests submitted by local governments prior to approval. It will prepare necessary documentation, including the program of works, detailed engineering designs, and bill of materials, and will oversee the procurement process to ensure compliance with national standards and policies.


DSWD-X will also conduct site inspections at all stages of the project, providing updates and ensuring transparency through detailed reports and consultations. In the event of unforeseen circumstances, such as disasters or other fortuitous events, DSWD-10 will promptly inform the city of any changes to the project timeline. 


The city government, for its part, will identify the Bahay Pag-asa facilities as project recipients and designate a representative, preferably the City Social Welfare and Development Officer, to serve as the primary point of contact. It will grant DSWD-10 access to monitor the project’s implementation and will ensure timely submission of liquidation and acknowledgment documents within 15 days after project completion.


Certified urgent by the City Mayor, the legislation was approved unanimously by the City Council during its regular session.
