Calizo urges comprehensive staff work prior to approval of new projects
COUNCILOR Romeo V. Calizo, on Monday, voiced his concern on the need for a thorough staff work before approving any proposed development project in the city.
The councilor manifested this, during the 83rd regular session presided over by City Vice Mayor Bebot Rodriguez, on the recent approval of separate ordinances appropriating funds for the payment of just compensations to lot owners whose properties will be affected by the proposed sewerage plant project and fish landing area located in Barangay Bonbon.
Councilor Calizo suggested that comprehensive staff work should be done before the Office of the City Mayor Rolando A. Uy certify them as urgent.
“Kailangan kumpletohon nila ang trabaho kay para makita pud nato unsa man ni ang atong ga-aprobahan nga project”, Calizo opined.
Expressing the importance of ensuring that projects have been carefully considered, Councilor Calizo stressed that a thorough review by technical staff will address potential issues that may arise.
“People will ask us in the long run what this is all about. Dili man gud maayo nga mura ba’g i-sugo lang sa ato nga ipaaprobahan bisag ‘di nato makit-an. Wala na’y scrutiny. We are appearing like a stamping pad,” he pointed out.
Councilor Jose Pepe S. Abbu, Jr. said that such procedures should be considered and all supporting documents submitted before proposed measures will be calendared for approval in the plenary. Councilor Edgar S. Cabanlas, chair of the sponsoring Committees on Subdivision and Landed Estate and Laws and Rules, explained that the national government requires local government units to have sewerage and treatment plants.
“Dugay na (kana) nga proposed project and it is a requirement. I think if we will not do this, then we will be sanctioned because every city especially the City of Cagayan de Oro should have its own sewerage treatment plant,” Cabanlas cited.
