Balaba supports move to empower brgy officials to issue OVR

COUNCILOR Joyleen Mercedes L. Balaba, chair of the City Council committee on social services, said on Monday she supports the deputation of barangay officials to issue Ordinance Violation Receipt (OVR) to violators of health protocols in the city.


In her reaction to the special report of Councilor Lordan Suan during the regular session, Councilor Balaba said the intention is only for the implementation of laws on wearing face masks, face shields, and observing physical distancing.


She said the issuance of OVR should be delegated or deputized to barangays for the fast implementation of health protocols in every barangay.


“Nakuha nako ang point ni Councilor Suan. So, if buhaton na sa usa ka barangay ngano dili na ipabuhat sa tanan barangay?” Balaba added.


For his part, Councilor Roger Abaday said barangays can request City Mayor Oscar Moreno that they be deputized.


“We will not frustrate their desire to help the city to impose the ordinances,” said Abaday.
