Amendments on city septage, sewerage management system ordinance sought

COUNCILOR Christian Rustico Achas pushed for the further amendment of Ordinance No. 13827-2020, otherwise known as the Septage and Sewerage Management System Ordinance of the city.


He said that the approval of the Ordinance did not undergo the fundamental due process of legislative milling through consultation with stakeholders and the general public.



Achas cited Section 13 of the ordinance, which provides that septage and sewerage system providers may only be qualified if they have a minimum of 20 years of service track record.


This 20-year requirement, he believes, is too long and will only favor a limited player, thereby would be prone to monopoly.
