Agri Comm endorses lechoneros’ request to City Legal

THE City Council Committee on Agriculture, chaired by Councilor Jay R. Pascual, in its meeting on October 18, 2023, has referred to the City Legal Office the proposed Memorandum of Agreement (MOA) between the United Lechoneros of Cagayan de Oro City Association, Inc. (ULCAIA-Lechoneros) and City Mayor Rolando “Klarex” A. Uy covering the Anti-Swine Fever preventive program/activities as well as the proposed Lease Contract for the lease of the City’s buildings and facilities.

This after the representative of the City Legal Office opined thatthe proposed lease contract is covered by Ordinance No 13457-2018, which governs public-private partnership for people’s initiative (P4) for local government. Thus, the said undertaking needs to be coordinated first with the P4 Selection Committee.

“We have to follow procedures … as this undertaking may be considered as a developmental project,” the representative further pointed out.

This was also affirmed by Councilor Aga Suan, citing that the opinion of the City Legal is indispensable whether the undertaking will be a Lease Contract or Memorandum of Agreement.

“Whether or not the P4 is involved or not, the City Legal will have to look into it, so before we take action we have to wait for their opinion,” the councilor further stressed.
