Achas bats free use of Rio Boulevard for Higalaay food park

“Ang akong gusto, Madam Chair, unta libre, wala’y bayad ang paggamit sa atong Rio de Oro Boulevard.”

(Madam Chair, my proposal is for the use of the Rio de Oro Boulevard to be free of charge.) 

This is what Minority Floor Leader Councilor Christian Rustico Achas believes to be the most legally sound take on the establishment of the Higalaay food park at the Rio de Oro Boulevard, citing a provision in the new civil code that declares all roads are beyond the commerce of men.

Achas pointed this out on the proposal of Councilors Romeo Calizo, Edgar Cabanlas, and Ian Mark Nacaya to pass a resolution urging the organizers, City Fiesta Executive Committee, and the City Tourism Office to reconsider cancelling the activity and instead proceed with their original plan.

He said charging ₱50,000 stall rental fee might lead to legal repercussions. 

Councilor Achas it would be fair if everyone can use the facility without paying any rental fee.

During the 87th regular session of the 20th City Council, presided over by Vice Mayor Bebot Rodriguez, Councilor Achas and Councilor Imee Rose Moreno objected to the resolution.
