Abaday says no hard and fast rule in legislation


COUNCILOR Roger Abaday contended that there is “no hard and fast rule” in crafting legislations, and that amendments may follow if need be.


His manifestation followed the special report of Minority Floor Leader Councilor Christian Rustico Achas, who sought for the amendment of the city’s septage and sewerage management system ordinance.



In his report, Achas prayed that any proposed ordinance be subject to thorough legislative milling process through constant committee level discussions and public consultation. 


He further pointed out that the 20-year track record of the qualified service provider must also be lowered so as to accommodate other key players and avoid monopoly. 


Abaday explained that his committee convened last February 19 to hear the recommendations of the septage and sewerage providers. One such suggestion was to adjust the number of years, which the committee on environment favorably accepted.


It will then be incorporated in the ordinance to be brought to the City Legal Office for review, and another round of meeting will be calendared for the purpose, he concluded. (FDCalotes/SP)
