MoU for deployment of warning system in flood-prone areas OKd
THE 18th City Council during the 58th regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy approved an ordinance authorizing City Mayor Oscar S. Moreno to enter into a Memorandum of Understanding (MoU) with the Department of Science and Technology (DOST) – Region 10, which covers the implementation of the project entitled, “Deployment of Early Warning System (DEWS) in Flood Prone Areas in the Philippines”.
Under the MoU, the DOST-10 shall implement the project in coordination with PAGASA, facilitate and coordinate the tenancy of the identified site for the monitoring station unit, provide and install two units of automated rain gauge (ARG) and one unit of water level monitoring system (WLMS) equipment, operate and maintain the ARG and WLMS at agreed sites in Bitan-ag Creek, and provide technical orientation and training for the caretakers to be assigned by the lot sponsor.
The city government, as the lot sponsor, shall provide spaces for the monitoring stations for as long as it is needed, provide labor augmentation needed for the installation of the said monitoring station, and provide manpower, security fence and a pole mast for the security of the equipment.
As the caretaker, the city shall report to DOST-10 through the Provincial Science and Technology Center any damage that may arise to the equipment.
The ordinance was reviewed and endorsed by the committees on environment and natural resources, and on laws and rules, respectfully chaired by Councilors Zaldy Ocon and Ian Mark Nacaya. (EF)
