EXECUTIVE PROFILE

Councilor Roger Gabatan Abaday has lived a life defined by service, dedication, and an unyielding commitment to the people of Cagayan de Oro. His journey, from humble beginnings to respected public servant, showcases a deep passion for uplifting his community and leaving a lasting impact on the city. Known for his roles as Barangay Chairman of Kauswagan, City Councilor, and Dean of Criminology, City Councilor Abaday’s story began much earlier. A former soldier, he served as a Scout Ranger during the Martial Law years (1973-77) in the prestigious Class 17. However, his journey didn’t stop on the battlefield. Recognizing a greater calling, he pursued a career in criminology, earning a BS in Criminology from Cagayan de Oro College in 1980, followed by a Master’s Degree in Criminology from the University of Cebu. His passion for learning extended to Xavier University, where he pursued a Bachelor of Laws, earning a reputation as “The Dean of Criminology Deans,” solidifying his status as an academic pillar in the region.

 

City Councilor Abaday’s political career began in 1982 when he was elected Barangay Kagawad of Kauswagan, eventually rising to become barangay captain in 1989, a position he held until 2007. During his tenure, Kauswagan transformed into one of the city's most progressive barangays, thanks to his active leadership. He was not just a figurehead but a hands-on leader, dedicated to improving safety, prosperity, and quality of life in the area. His firm stance against illegal drugs and crime earned him widespread respect, making his name synonymous with public safety and justice.

 

In 2007, City Councilor Abaday transitioned to the City Council, where he quickly made his mark. Despite finishing fifth in his first election, his dedication and leadership propelled him to the top spot by 2010. Over three terms, from 2007 to 2016, his contributions were numerous, particularly in advocating for the elderly, passing ordinances such as free movie passes for senior citizens, and working to improve business conditions in CDO. His hard work and dedication were recognized by the Philippine Councilors League (PCL), which named him a Three-Term Outstanding City Councilor. His service culminated in 2016 with the awarding of a Distinguished Plaque of Commendation, honoring his nine years in the City Council. As a member of the Minority Floor, City Councilor Abaday was instrumental in key committees like the City Anti-Drug Abuse Council (CADAC) and the People’s Law Enforcement Board (PLEB).

 

Born into humble circumstances, City Councilor Abaday’s early life in Divisoria Plaza saw him working as a newspaper boy, shoe-shiner, and even selling ice drops to help his family make ends meet. These early experiences instilled in him a deep empathy for the struggles of ordinary Kagay-anons, shaping his commitment to lifting others out of poverty. Throughout his life, he has remained rooted in the values of service, justice, and equality, always remembering where he came from. His journey from humble beginnings to respected leader is a testament to what can be achieved through hard work, compassion, and an unwavering commitment to community. As many Kagay-anons fondly say: “Abaday, Serbisyong Tiunay!”

Authored and Co-Authored in Numerous Ordinances/Resolutions and various legislative measures during his incumbent the City Council relating to Socio-Economic Services, Order and Public Safety, Education, Health, Infrastructure and Environmental Protection Programs.

  • The Author of a “Libreng Sine” (Free Show) Ordinance to all Senior Citizens in all theaters and cinema in Cagayan de Oro City

  • The Author of Ordinance No. 14016-2021 amending Ordinance No. 11394-2009 otherwise known as Protection of Senior Citizens Against Elderly Abuse, and any forms of Violence or Discriminations from their family members or any persons and provide penalty thereof

  • The Author of the Resolution No. 9426-2008 the Mandatory Implementation of the Provision in Labor Code in all Private Establishments, Malls, Stores to provide all their female employees rest Ccairs and lounge rooms in the workplace during rest, meal time or nursing for their children.

  • Co-Author of an Ordinance designating Motorcycle Lanes (Bike Lane) in selected major thoroughfares in Cagayan de Oro City

  • Author of the Resolution No. 11911-2015 - Urging Association of Barangay Captains (ABC) to Activate and Reactivate their respective Barangay Anti-Drug Abuse Council (BADAC) to eliminate/stop illegal drugs in the City.

  • Proposed an Ordinance that Mandates the Requiring of Motorcycle, E-Motor Drivers/Passengers in wearing
    Reflectorized Vest during night time from 6:00PM up to 4:00AM when traveling in highways in Cagayand de Oro City to avoid accidents and for safety of the riders and pedestrians.
