EXECUTIVE PROFILE
Councilor Ian Mark Q. Nacaya is a Lecturer at Xavier University Graduate Studies – MPA Program and COC-PHINMA Graduate School – MGM Program. Combine the right education and early life exposure in managing the affairs and operations of civic & religious organizations and local government units, produced a well-rounded, effective, dedicated, and accomplished Public Sector Executive, Administrator and Legislator. He expertly and strategically planned the preparation of various regulatory and social development local measures, ordinances, programs and projects and implemented them successfully during his tenure of office as the Chief Executive of the Barangay Government of Nazareth, Cagayan de Oro City, a community with more than twelve thousand populace.
An elected LGU official whose track record in the service is unparalleled for having served two sectoral groups and represented them at the City Council as President of the Sangguniang Kabataan City Federation - Youth Sector (1993-1996) and Liga ng mga Barangay President – Barangay Sector (2001-2004), and elected-at-large six times as a City Councilor by the city residents - first in 2004, followed by the 2007, 2010, & 2016, 2019 and 2022 elections.
Councilor Nacaya previously Chaired the People’s Law Enforcement Board (PLEB), a special body created by law that hears and decides cases filed by citizens against erring members of the Philippine National Police, from 2007 to 2013. He is the author of meaningful and landmark legislations in the city. Among them are the 10-Year Solid Waste Management Plan, the establishments of the City Disaster Risk Reduction and Management Department, the City Economic Enterprises and Business Development Administration (CEEBDA), the City Management Information System and Innovation Department, the Public-Private Partnership for the People’s Initiative (P4) Ordinance, Traffic, Children, Youth, Scholarship and Women’s Codes, CLAYGO, the Promotion of Environmental Rehabilitation and Conservation Network Ordinance, and many others. He also moved for the enactment of several resolutions that urged NEDA of Region X, MINDA and the national leadership to prioritize the creation of Metropolitan Cagayan de Oro.
Presently, his peers elected Nacaya for the fourth time as the Majority Floor Leader of the 20th City Council. He was also catapulted to the position of Chairman of the Committees on Laws & Rules, Planning and Development and Innovation & Peoples Accreditation and Economic Enterprises. Since 2016, he was designated by the City Mayor as the overseer of the operations and affairs of two Executive Departments in the City Government: the City Economic Enterprises Department (CEED) and the East-West Public Market and Terminals, then at present the amalgamation of these departments into one organization, now known as CEEBDA.

City Councilor Ian Mark Nacaya introduced ordinances and measures that advanced and protected the interest and welfare of the city inhabitants, such as, but not limited to the following: protection and rehabilitation of ecosystem services, reforms in the City Public Markets and Terminals, maintenance of peace and order, establishment of the police beat (foot) patrol and police assignment assistance system (PAAS - grants supervisory authority to the Punong Barangays over the PNP members assigned in their areas of responsibility), reactivation of the tourism police section, protection of the environment, tourism development and promotion, quality and healthy practices and regulations, increase of sports development fund, increase of COCPO, BFP & many other agencies budgets as aid and assistance of the city government, augmentation of the number of CAFGUs assigned in the hinterland barangays, apportionment of the priority projects of the city in the COWD (water district) budget, scholarships to the poor but deserving students and education assistance program for the LGU employees, city incentives program for the investors, city executive and supplemental budgets, supply and property management, children’s development code, women’s code, traffic code, rationalization and realignment of city hall positions and personnel, local development plans and the adoption of barangay ordinances and accreditation papers of the civic/non-government organizations.

Heard and decided citizen’s complaints or cases filed before the People’s Law Enforcement Board against erring officers and members of the Philippine National Police. PLEB is composed of five board members, representing the City’s Peace and Order Council (3), Liga ng mga Barangay (village) (1), and City Council (1).

Introduced and implemented various local and village initiatives to make the annual city festivities livelier, like land and fluvial parades, competitive yet cordial Invitational Street dancing, cultural presentations and exhibits, marathon and many others. Promoted the health care program for the village officials, supported the Philippine National Red Cross activities (gallooner awardee), initiated the first city village Olympic, Campaigned for the holding of bi-annual village assemblies and beautification program, supported the city’s peace and order endeavors, and held educational tours in the hinterland villages in the city and other places outside the city.

Presiding Chairman of the Barangay Council and the Barangay Assemblies Effectively managed the village office and its resources and properties and the more than fifty employees, including the personnel of the multi-awarded Nazareth Health Center; appointed no less than forty village officers and employees; Promoted the development of talents and skills of staff; expertly planned and coordinated detailed tasks, established deadlines and budgetary requirements; enforced all laws, ordinances and policies within the territorial jurisdiction of the village; prepared and executed the village development plans and budgets; maintained the cleanliness and beautification of the village; constructed the two-storey day care center and the biggest gymnasium of all city villages; established the community postal desk and reading center (library); established the village nite cafè and herbal and vegetable gardens; improved the services of the Nazareth Health Center by acquiring medical and dental equipments, materials and medicines; maintained public order as the chair of the village peace and order council; organized women and neighborhood associations; conducted monthly Barangay Development Council meeting, exercised general supervision over the youth council; conducted annual sports and cultural activities.
