Councilor George Goking will convene his trade and commerce committee to discuss the institutionalization of the Kadiwa (Katuwang sa Diwa at Gawa pasa sa Masagang Ani at Mataas na Kita) ng Pangulo Program in the city.



The meeting follows the endorsement of Mr. Edward G. Bhagwahi, City Director of Department of the Interior and Local Government (DILG), regarding the advisory of the DILG Central Office for the city government to enact an ordinance, as stipulated under Section 5 of the DILG Memorandum Circular No. 2024-003.


Once the city enacts such legislation, it is bound to cover the monthly and regular conduct of KNP, the appointment of the focal person, organization of the KNP Team and its roles and responsibilities, strategize in conducting KNP like coordination among member agencies, information and campaign, reporting, monitoring and evaluation.


It may be recalled that President Bongbong Marcos said in his 2024 State of the Nation Address that “the KNP system enabled the public to buy goods at cheaper rates and the farmers to sell their crops without having to worry about transportation costs.”


Invited are Dir. Edward G. Bhagwahi, City DILG Ditector, Dir. Jose Apollo Y. Pacamalan, Regional Executive Director, Department of Agriculture, Dir. Ermedio J Abang of Department of Trade and Industry-10, and Dir. Jesusa M. Abear, Officer-in-Charge of the Department of Trade and Industry-Province of Misamis Oriental.


Department of Labor and Employment Regional Director Atty Joffrey M. Suyao, City Administrator Atty Roy Hilario P. Raagas, and City Agriculturist Paterno L. Gonzales, Jr. are also invited as resource persons on the matter.


The KNP was launched by the Department of Agriculture in 2019 to support farmers to sell agri-produce and provide market opportunities for Micro, Small and Medium Enterprise (MSME) through local product promotion and allow producers to earn bigger income from direct selling their products instead of using trader-intermediaries. THE separate complaints of certain individuals against barangay officials of Puerto and Tablon were all dismissed.


This, as the 20th City Council during its regular session presided over by City Vice Mayor Bebot Rodriguez, adopted the orders of the committee on ethics and blue ribbon chaired by Councilor Edgar S. Cabanlas on the complainant of Seigfred M. Padua against Ms. Jessie Ann Bacarro Dadap, barangay treasurer, and Ms. Mirasol Ravidas, barangay secretary, both of Barangay Tablon for violation of RA 6713, Section 4 (A) and (C), Section 5(A).



The City Council dismissed the said cases due to the committee’s lack of jurisdiction to hear the cases or render decision considering that the respondents are not elected barangay officials.


The legislative body, likewise, adopted the order of the committee on the administrative complainant of Mr. Romy S. Arojo against Punong Barangay Lolita Wahing of Barangay Puerto, for harassment, conduct unbecoming of public official, and conduct unbecoming prejudicial to best interest of public service.


The case was dismissed because of the complainant’s failure to appear during scheduled hearings.

The 20th City Council, in its recent session, has approved the 2025 annual budgets of the Sanggunian Kabataan (SK) of Barangays 9, 16, 20, 26, and 28, this City.


Barangay 9 SK has an estimated budget of ₱396,351.00; Barangay 16 SK, ₱341,157.00; Barangay 20 SK, ₱347,384.00; Barangay 26 SK, ₱635,496.00; and Barangay 28 SK, ₱410,564.00.





A significant portion of the approved budgets is appropriated for youth development and empowerment programs, in accordance with Republic Act 10742, also known as the Sangguniang Kabataan (SK) Reform Act of 2015, which mandates that 10% of the barangay’s budget be allocated to SK initiatives to implement programs that benefit their communities.


Each barangay SK has earmarked funds for honoraria, operational expenses, and targeted programs aimed at fostering youth engagement in various sectors, including education, health, environment, governance, economic empowerment, peacebuilding, and social inclusion.


The budgets also cover necessary administrative costs such as travel, training, office supplies, repairs and maintenance, and membership dues to SK federations and other youth organizations.

The committee on sports and youth development, chaired by Councilor Kenneth John D. Sacala, and the committee on laws and rules, led by Councilor Edgar S. Cabanlas, sponsored the approval of said SK budgets. (SPEscoltos/SP)
