Kini ang pamahayag ni Konsehal Esparcia agig reaksyon sa special report ni Konsehal Yvy Emano sa sesyon niadtong Lunes nga gidumala ni Bise Mayor Bebot Rodriguez mahitungod sa kapasigurohan sa katawhan nga moagi sa mga pedestrian lane ug overpass sa syudad.


Sumala sa konsehal nga angayan tan-awon ang desinyo sa pipila ka overpass aron mapuslan sa katawhan sa  pag-agi sama sa overpass diha sa Centrio diin adunay island taliwala sa dalan hinungdan nga mapugos ang mga tawo sa paggamit  sa maong overpass, sumpay ni Esparcia.


Siya midugang nga angayan ipatuman sa hingpit ang maong ordinansa aron malikayan ang mga aksidente sa kadalanan.


Nunot niini, kusganong gisuportahan ni Konsehal Esparcia ang maong taho ni Emano ug malaumon nga kini mahatagan sa pagtagad sa mga hingtungdan buhatan.


Ang maong special report giduso ni Bise Mayor Bebot Rodriguez ngadto sa Komite sa Public Utilities ni Konsehal Romeo Calizo ug Komite sa Public Works ni Konsehal Edgar Cabanlas alang sa tukmang aksyon ug rekomendasyon.


COUNCILOR Edgar S. Cabanlas believes that the best way to make overpasses convenient and user-friendly for senior citizens, persons with disabilities (PWDs), and even pregnant women is by installing escalators.



This was pointed out by the majority floor leader in response to the special report of Councilor Yevona Yacine Emano who called for the removal of pedestrian crossings along national highways, citing Section 162(a) of the city’s traffic code, which prohibit any person from crossing within 50 linear meters from both sides of a pedestrian overpass.


According to the lady councilor, road accidents that commonly involve pedestrians and vehicles may be prevented if traffic rules are enforced strictly.


Supporting Emano, Councilor George Goking cited a ‘sad experience’ using the overpass linking Gaisano and Centrio Malls.


“It is a challenge going up and dangerous going down,” Goking said.


“We will request the establishment controlling the area where the overpass is constructed to provide escalator,” Cabanlas suggested.


Vice Mayor Bebot Rodriguez, who presided over the 105th regular session of the 20th Council, referred the matter to the Committee on Public Works of Councilor Cabanlas and the Committee on Public Utilities chaired by Councilor Romeo Calizo. 


Councilor Yevonna Yacine B. Emano, on Monday, called for the removal of designated pedestrian lanes near national highway overpasses in the city for public safety.



This was the proposal of the lady councilor, during the regular session on Monday, presided over by Vice Mayor Bebot Rodriguez, in response to the reports of road accidents involving vehicles and pedestrians, particularly near school premises.


In her special report, Councilor Emano recalled that Councilor Suzette Magtajas-Daba aired report about a school kid who was hit by a vehicle at the pedestrian crossing. She cited provisions of the city’s Traffic Code which prohibits any person to cross the street within the 50 lineal meters from both sides of a pedestrian overpass.


“But if we agree to talk about safety, of course, dili siya safe. The national highway wala’y speed limit mao na daghan gaka-disgrasya daghan dili maka-break on time hilabina kung gabi-i,” she stressed.


Additionally, Councilor Emano brought attention to the obstructed pedestrian crossing at Cogon Market area. She claimed that some people are still using the designated pedestrian lane even with the signage.


“I do not know ngano maski gibabagan na, maski naa na’y sign, manabok lang gihapon ang atong mga tawo,” she said.


Emphasizing the safety of pedestrians and motorists, Councilor Emano said road rules and policies must strictly be enforced.


“Maybe this is one way for us to look ahead to lessen accident sa dalan..or generally for public safety,” Emano concluded.


The special report of Councilor Emano was referred to the Committees on Public Works and Public Utilities chaired by Councilors Edgar S. Cabanlas and Romeo V. Calizo, respectively, for appropriate action.
