THE city government of Cagayan de Oro will soon establish a mulberry plantation at the city-owned 1.0-hectare lot in Barangay Balubal.
Through an ordinance, the 20th City Council, during its regular session presided over by Vice Mayor Bebot Rodriguez, enacted an ordinance authorizing Mayor Rolando A. Uy to enter into and sign the Memorandum of Agreement (MOA) with the Philippine Fiber Industry Development Authority (PhilFIDA Region 10) and Balubal (CDORSHP 4) Sericulture Farmers Association Inc., covering the parties’ collaboration for the purpose.
Under the MOA, the PhilFIDA shall, subject to compliance with RA 9184 and applicable Commission on Audit (COA) rules and regulations, provide funds needed for the establishment of mulberry plantation and maintenance for the first year; assign technical staff to conduct geotagging activity in the area and orientation on mulberry farm management; and conduct training on good agricultural practices for mulberry products, among others.
On the other hand, the farmers’ association shall provide manpower resources for the establishment and maintenance of the plantation to avoid delay in the implementation of the project during the whole duration of the contract.
For its part, the city shall include sericulture in their agricultural development plan as one of the major or priority commodity of the locality, assist in the identification and recommendation of beneficiaries of the project, provide continuous support to the association to enhance utilization of natural fibers in the community, and assist during the conduct of project monitoring, evaluation, and inspection.
The ordinance was authored by Councilor Edgar S. Cabanlas, chair of the Committee on Urban Poor.

Samtang migahin usab ang barangay og igong kantidad alang sa pagrehabilitar sa ilang multi-purpose hall, drainage system, pag-instalar og dugang suga sa kadalanan ug uban pang programa ug proyekto nga maghatag kaarangan sa ilang barangay.
Ang resolusyon nga gisagop sa konseho alang sa maong katuyuan gipaluyohan sa Komite sa Barangay Affairs ni Konsehal Yan Lam Lim ug Komite sa Pamalaod ug Reglamento ubos ni Konsehal Edgar Cabanlas.
MAHIMO nang ipatuman sa Barangay 12 ang ilang mga programa ug proyekto nga gipundohan karong tuiga.
Kini human ang Konseho sa syudad atol sa ilang sesyon niadtong Lunes nga gidumala ni Bise Mayor Bebot Rodriguez misagop sa resolusyon nga nag-uli sa ordinansa sa barangay diin nasukip ang ilang 2024 Annual Budget nga adunay gibanabanang kinitaan ug galastuhon balor P3,518,501.00.
Lakip sa gipundohan mao ang 20 porsyentong (20%) Development Fund balor P390,886.00; samtang P351,850.00 usab ang gigahin alang sa pagpatuman sa mga programa sa Sangguniang Kabataan; P175,925.00 alang sa Barangay Disaster Risk Reduction Management Fund; P10 mil sa gender and development program; P20 mil sa programa sa senior citizens ug uban pang mga programa nga gilantawng maghatag ug dugang kaarangan sa ilang serbisyo ngadto sa katawhan.
Ang 2024 annual budget sa barangay 12 miagi sa makuting pagtuon sa mga komite sa konseho ug nasuta nga nahiuyon sa balaod ug mahimo nang ipatuman sa labing dali nga panahon.
Ang resolusyon nga gipalabang sa konseho alang sa maong katuyuan gipaluyohan sa Komite sa Barangay Affairs ni Konsehal Yan Lam Lim ug sa Komite sa Balaod ug Reglamento ni Konsehal Edgar Cabanlas.
