City to ink MOA with PhilHealth

IN LINE with the mandate of Republic Act No. 11223, also known as the Universal Healthcare Act of 2019, the city is set to deliver individual-based health services through a people-centered and integrated health system.

This development follows the enactment of an ordinance by the 20th City Council, during its regular session on Monday, presided over by Vice Mayor Bebot Rodriguez authorizing City Mayor Rolando A. Uy to enter into and sign a Memorandum of Agreement (MOA) with the Philippine Health Insurance Corporation (PhilHealth).

The agreement designates the city government as a Health Care Provider Network (HCPN) Demonstration Site tasked with delivering individual-based health services and implementing prospective provider payment for the HCPN.

Under the MOA, the city shall comply with PhilHealth requirements to implement benefits and corresponding payments while ensuring comprehensive and continuous care across primary to tertiary levels for PhilHealth beneficiaries through an integrated healthcare delivery system.

It shall also enter into a Service Level Agreement (SLA) with PhilHealth to formalize the delivery of individual health services, specifying service volumes and payment terms.

Additionally, it will establish SLAs with member facilities to detail service types, volumes, contract amounts, and payment schedules.

For its part, PhilHealth shall provide regular updates and orientations on policies and guidelines to the city government, address concerns, and clarify issues to ensure seamless benefit implementation.

It shall likewise monitor and evaluate the outcomes of the HCPN demonstration to guide future policy and program development.

The legislation, certified as urgent by the city mayor, received the City Council's full approval.
