THE 20th City Council, during its regular session, presided over by Vice Mayor Bebot Rodriguez, approved an ordinance authorizing City Mayor Rolando A. Uy to sign a revised Memorandum of Agreement (MOA) with Liceo de Cagayan University (LDCU) to strengthen its collaboration in delivering social action and service-learning programs focused on environmental protection, socio-economic development, education, legal services, gender development, and community health services through the City Social Welfare and Development Department (CSWD).



In a letter to the City Council, Mayor Uy highlighted the importance of the partnership in improving the quality and accessibility of education and community services for CSWD clients. He also underscored the cost-efficiency of leveraging LDCU’s expertise and resources, allowing the city to expand its specialized services without incurring substantial expenses.


Under the agreement, the CSWD will act as the primary coordinator, managing technical and administrative requirements, facilitating communication with beneficiaries and community leaders, and ensuring the smooth implementation of project activities.


 The city will also provide logistical support, including venues, equipment, and other necessary resources, and will ensure the active participation of stakeholders in seminars and activities.


LDCU, for its part, will assign a focal person to oversee coordination and provide the city with regular accomplishments and project reports. The university will develop training modules and programs, supply resource speakers, and lead the implementation of the project.


The legislation, certified as urgent by Mayor Uy, received full approval from the City Council.

Sumala ni Esparcia nga basin kini ang rason nga daghan pa gihapon ang mga gapangilad sa online kay walay napasakaan sa tukmang kaso diin kutob lang sa blotter ang mga biktima apan dili na modayon sa pagsumbong sa kaso.

The 20th City Council, during the 109th regular session presided over by Vice Mayor Bebot Rodriguez, has conditionally approved the application of Mr. Aevan D. Torralba, president of Lumbia CDO Sports Enthusiasts, for a special permit to conduct a derby on January 29, 2025 in line with the Chinese New Year celebration.

 

Councilor Jose Pepe S. Abbu Jr., in his manifestation, said that the cockpit in Lumbia has been operating using the online betting machine, which, he believes, is violative of the city’s local ordinance and even Presidential Decree 499, otherwise known as the Cockfighting Law of 1974.



The city government only allows masyada, a jargon among cockfighting aficionados, which means the traditional betting system in sabong.


Abbu suggested that the Regulatory Compliance Board keep an eye on the applicant’s compliance to the provisions of the city ordinance and called on them to oversee the conduct of the said event.


Meanwhile, Majority Floor Leader Councilor Edgar S. Cabanlas further recommended that, in granting the permit, online betting be specifically not allowed.


Games and amusement committee chair Councilor Roger Abaday welcomed the recommendations of his colleagues.
